Jailhouse Rock was arguably the first real 'music video', in a sense, plus it just screams 'rock & roll' from start to finish.
I realize this isn't part of the criteria, but I dunno, it just seems right having it as his highest.

... on another note in terms of popularity, there is not a non single/album cut song in rock music that has received more radio play than STH over past 40 years in every location around the globe that keeps such records ... and it`s popularity lends itslef to the continuous sales of the album from which it comes ... I said something earlier about grouping songs for this list. I've not given up yet but I think it could come to that. Also, does anyone else think Imagine ought to move down?

Yeah, "The Message" is a case where the chart numbers are misleading. Considering that radio still was ignoring rap for the most part, and that no 7-inch single was available at a time when that was still the dominant format, "The Message" did very well. And it wasn't just rap fans who knew it. I saw a benefit concert headlined and organized by Paul Simon at the end of the Graceland tour at MSG. Grandmaster Flash and the Furious Five were on the bill, and when they did "The Message", the whole crowd was singing along, and this was an audience that had shown up to see Paul Simon.
