I think georgi is talking about neymar working two opportunities on his own with amazing skill and then not making the right decision in the end robbing himself of two goals, not the diving. |

You get some varied penalties for hand balls. Obviously deliberate ones will be given. But sometimes accidental hits also get called. Shoulder is fine I believe. |

If you play the ball with your arm intentionally, that doesn't mean bringing your arms up and swiping a ball or settling it purposely...it also includes leaving your arm out in what is considered an "unnatural position" and allowing the ball to play your arm. |
