I dont see why we're including cultural impact here. Can one song really have such significant cultural impact?

We agree on cultural impact. Musical impact (aka acclaim among musicians) should be pretty huge for Stairway as I see it. For SLTS, too, but it wouldn't take this criterion comfortably really.
