"Impact" is shorthand for "impact of live performances on career". How long each of them played doesn't have much to do with that.

But they had many years in the '80s and '90s when they didn't tour. I don't think it's a consideration anyway. I think consistency is about how consistent an artist was during the years that it toured, regardless of how many or how few years that is.

I'd score them like this:

Reputation: Tie
Consistency: Slight edge Springsteen
Impact: Springsteen
Influence: Large advantage Who

Could go either way. Springsteen's biggest advantage is in impact of live performance on career, but The Who are big in that area, too. The instrument destruction is what got them noticed, Monterey is what put them on television's Smothers Brothers show, Woodstock is what launched them into the upper echelon of rock stardom, and it's been live performances keeping them in the public eye for the last three decades.
