Currently? I'd say top five would have to be GOT, Mad Men, Homeland, Boardwalk/Downtown abbey, Breaking Bad. I don't think I could see justified in the top 5. Outside the top 5/6 would be The Newsroom, Sherlock, Dexter, Justified. Though I heard the fourth season of Justified received really good reviews.

The back half of the second season of Homeland was pretty dire. I much preferred Justified this year.

Agreed. And the Newsroom doesn't belong anywhere near the top 10. (I'd say that about Dexter too but I'm told it's had a real resurgence.) Downton doesn't do it for me at all, but my mom loves it and it certainly has no problem getting Emmy noms so yeah. Only ones that are clearly on a level above Justified are the two AMC stalwarts and maaaaaaaybe GoT if you think s3 was the year that show took The Leap (otherwise I'd say they're of comparable quality).

I'd agree with Breaking Bad, Mad Men and Justified as the best three dramas on TV. I think Justified had its best season ever. GoT is still a step behind while Homeland has slipped off the radar.

Another show worth mentioning in the conversation: Hannibal. Fucking great first season. To my eyes, it's honestly the best looking show on TV.

I really enjoyed the first season of Hannibal. I was a little worried about how good the actor playing Dr. Lecter would be, but in his own way he's as good as either Cox or Hopkins and the performance works really well in the context of the show. The actor playing Will Graham is very good too.

I based my ratings on awards nominations, ratings, and critical reviews. Board is above Justified, and so is Homeland, in terms of critical reviews and awards over the past three years for a standard.

But by that standard how would you work in a show like the Wire which had universal acclaim but anemic ratings and nearly zero awards presence?
