I would probably have The Ten Commandments over A Woman of Paris because of its initial popularity and influence.
I also think The Pilgrim is ranked surprisingly low by everyone; I know it's a Chaplin, but it does well in lasting popularity and audience acclaim compared to The Covered Wagon and Why Worry?

Seriously, "The Pilgrim" is a lesser Chaplin and a lot of his films are watched and rated highly on contemporary rating sites because they're Chaplin. In the 1910s we will have years coming up where in the lists of those sites well over 50% of all listed films in their top 50 are Chaplin films. Sometimes a very minor Chaplin with a middling rating will be more popular there than films that clearly beat it in influence, acclaim and initial popularity. For 1916, nine of the top ten films by number of ratings at the IMDb are Chaplins (the other being Intolerance). For 1915 it's thirteen of the top fifteen. And in 1914, the first real Chaplin year, it gets even more ridiculous. You've gotta adjust for that Chaplin bonus somewhat.

I see paul is serious about the greatest films of the 1910s list.
