No way, The Who's early singles and live persona are way closer to punk than the Stones ever got.

I am confused on how it couldn't be Punk because it was a huge influence on Punk and it is classified as Punk by every critic and everyone in the musical community.

Uh..... London Calling?... Clampdown?... Brand New Cadillac.?

Even the hard rock songs, like "Clampdown" and "Death or Glory", are too complex, too sophisticated and too well-produced to be Punk.

Influence,Originality,Musical Impact and popularity as a tiebreaker
