I feel like they're generally considered two different series, but if others think they should be combined, that's fine with me.

Dumb question, but will a TV show only be put on the decade it originated in? So for example, will Seinfeld + The Simpsons not be on the 1990's list?

Acclaim: Twin Peaks
Influence: TP by a lot
Popularity: Friends by a lot

If Cultural Impact is factored in under Influence, I wouldn't say Twin Peaks win influence criterion "by a lot".

Pretty much always considered to be two separate shows, even though they adapt the same source material without much of a break. You could say it resembles Twin Peaks or Pokémon in that the name change is primarily for marketing purposes, but you'd be hard-pressed to find a source that doesn't treat them at two different shows.

This, Friends is clearly the most popular show of the decade by a wide margin and while Twin Peaks definitely takes influence, it's not by nearly as much, considering Friends is highly influential as well.

I'd say NGE takes acclaim and influence over SpongeBob, though it could definitely be argued that SpongeBob takes popularity by enough to take the matchup.

I considered many of these for the list and some were pretty close to making the top 75. Any you think should clearly be on the list?

I agree that NGE has advantages in acclaim and influence. If all three criteria are weighted equally, I'd lean toward placing SpongeBob higher, since its popularity is simply gargantuan -- on top of strong acclaim and influence. However, if you give more weight to acclaim and influence, putting NGE above makes sense.
