I'd say Scorpions are pretty borderline as a metal artists so them being ranked lower on metal list than Priest or Megadeth does not necessarily translate into them being lower on the overall rock list, with Scorpions' arguably the greatest song clearly not being metal.

That's also true, though I think Judas Priest are more acclaimed and influential, anyway.
